Shutdown server

1. Disable submission of reports.
2. Instruct the internal reporting office (for each site and each channel) to:
   1. archive all reports, and
   2. transfer incomplete reports to a successor system.
3. Is this completed?
   1. Deactivate the accounts of all users if you keep the server for a while.
   2. Redirect the domain to the successor system.
   3. Shut down the server.
